Major Urban Regeneration Project Approved in East Lisbon, with Investment of Up to €800 Million
A major new urban development featuring approximately 1,400 homes is set to be built on a 28-hectare site between Marvila and Beato in Lisbon.
The Lisbon City Council approved the project’s Execution Unit on 22 April, paving the way for one of the largest urban regeneration projects in the eastern part of the capital. According to Jornal de Negócios, the total investment could range between €500 million and €800 million, with the majority developer controlled by Swiss wealth management firm 1875 Finance.
The project is being promoted by Floris Marvila, which owns half of the 12 plots included in the development, representing more than 70% of the total land area. The initiative is being carried out in coordination with the Lisbon City Council and Infraestruturas de Portugal, which respectively own 21.2% and 6.6% of the land involved.
The approval of the Marvila-Beato Execution Unit follows two public consultation periods held between May and June last year and between January and February this year. Until now, neither the investors behind Floris Marvila nor the estimated investment value had been publicly disclosed.
New District to Include Housing, Commerce, Services and Public Facilities
The project plans to deliver around 1,400 residential units, including social and affordable housing.
The development will also include public facilities such as a day-care centre for seniors and a nursing home, alongside commercial and service spaces.
The urban regeneration scheme has been designed by a multidisciplinary team that includes Porto-based architecture studio OODA and Dutch architectural firm MVRDV. The proposal aims to combine new construction, public spaces and heritage preservation in an area historically affected by physical barriers and railway infrastructure.
Among the heritage elements incorporated into the project are the Convento do Beato and a centuries-old rubber tree, which is expected to become the focal point of a new public square.
Four Districts Connected by a Central Park and Green Corridors
According to Jornal de Negócios, the masterplan is divided into four distinct areas: Açúcar, Polu, Beato and Madre Deus.
Each district will have its own character, while all areas will be connected through a central park, public squares, courtyards and green corridors designed to create continuity between the new development and neighbouring communities.
The urban park will serve as the project’s central organising element. Beyond providing recreational space, it is intended to connect the different intervention zones and surrounding neighbourhoods, while also fulfilling ecological functions and helping mitigate the impact of the future Third Tagus Crossing.
The proposed layout includes pedestrian and cycling routes, continuity with the riverfront, and direct connections to the future Marvila railway station. The park is also expected to feature sports facilities, leisure areas, urban gardens, event spaces and community activity zones.
Historically, the area between Marvila and Beato had a strong agricultural identity, characterised by estates, manor houses and orchards that supplied Lisbon with agricultural products. From the late 13th century onwards, the area gradually evolved through early industrial development, while railway lines eventually created physical divisions across the territory.
The project seeks to transform these barriers into new connections, using landscape design and public spaces to reconnect neighbourhoods with each other, the city and the Tagus River.
With the Execution Unit now approved, the next stages will include environmental impact assessments, urbanisation works and land subdivision processes. These steps will establish the legal and technical framework necessary to move forward with the transformation of this significant area in eastern Lisbon.
