Middle East Conflict Redirects 300,000 British Tourists to Portugal
The term “safe haven” is increasingly being used by tourism operators when referring to Portugal as an alternative destination to the Middle East.
“We are witnessing a clear shift in tourism flows, which is leading to a repositioning of Portugal as a destination of refuge due to its safety,” said António Lopes de Almeida, adjunct professor at the Instituto Superior de Administração e Gestão – European Business School and a specialist in tourism, in comments to Jornal de Notícias.
He added in the same report that “there may also be a reconfiguration of the visitor profile itself, with a growing number of middle- and upper-class tourists, and therefore higher purchasing power.” The article notes that the conflict in the Middle East is expected to redirect hundreds of thousands of tourists—particularly British travelers—to Portugal.
According to the newspaper, around 300,000 people from the United Kingdom alone are expected to replace their originally planned summer holidays in Middle Eastern destinations with trips to Portugal, instead of traveling to locations such as Dubai and Abu Dhabi in the United Arab Emirates, Qatar, or even Jordan.
“This represents approximately 10% of the usual market for that region, which is close to three million travelers. These tourists prioritize safety during their holidays and have already begun adjusting their original travel plans,” explained Miguel Quintas, president of the National Association of Travel Agencies (ANAV), in statements to Jornal de Notícias.
From a broader macroeconomic perspective, changes in tourism flows are not merely short-term phenomena, but also reflect a structural preference for safety and stability. In recent years, Portugal has consistently been recognized globally as a safe, stable country with a high quality of life, and this “safety perception” is increasingly translating into greater economic and investment attractiveness.
As the composition of international visitors evolves—particularly with the growth of higher-spending segments—there is an expectation of increased consumption levels, stronger service sector revenues, and positive spillover effects across related industries. In this context, sectors such as hospitality, short-term rentals, and real estate in major cities are likely to continue benefiting from these demand dynamics.
For investors, Portugal not only maintains its traditional strengths—such as quality of life and institutional stability—but is also gaining new growth drivers linked to the evolution of tourism and broader economic transformation. In this context, the country is increasingly positioning itself as a relevant destination for long-term investment strategies.
