A petition requesting transitional measures under Portugal’s new Nationality Law has reached a significant milestone.

According to the Portuguese Parliament’s petition system, the petition launched by lawyer Célio Sauer has now gathered more than 2,500 valid signatures. Under Portuguese law, this means the petition will be formally submitted to the Committee on Constitutional Affairs, Rights, Freedoms, and Guarantees for consideration.

The primary objective of the petition is to request the creation of a transitional regime (Regime Transitório) for the new Nationality Law, aimed at protecting individuals who were already residing legally in Portugal and had planned their citizenship applications under the previous legal framework before the changes were introduced.

Earlier this year, the Portuguese government proposed amendments to the Nationality Law, including changes to how residency periods are counted for citizenship eligibility. These changes attracted significant attention from immigrant communities, investors, and residency applicants. Supporters of the petition argue that individuals who made long-term plans based on previous legislation should be entitled to a fair transition in order to preserve legal certainty and legitimate expectations.

In Portugal’s petition system:

Over 2,500 signatures must be reviewed by the relevant parliamentary committee;

Over 7,500 signatures must be debated in a public session in the Plenary (Plenário) of the Assembly of the Republic.

Having surpassed the first threshold, the petition has now officially entered the parliamentary process and will be subject to analysis and discussion by Members of Parliament.

It is important to note that parliamentary review does not automatically lead to changes in the law, nor does it mean that a transitional regime has been approved. However, this development demonstrates that concerns regarding the impact of the new Nationality Law are receiving increasing public attention and have now entered formal political and legislative debate in Portugal.
