Sines is experiencing one of the most transformative moments in its history.

Almost fifty years after the construction of the largest deep-water port in the country, which consolidated its energy and logistical importance, the city is preparing for a new investment cycle that could exceed twenty billion euros. What is at stake is no longer just industrial expansion. It is a strategic redefinition of the role of Sines in the Portuguese and European economy.

The historical basis remains solid. The port handles more than 42 million tons per year and continues to be a central piece in national imports and exports. However, the focus now shifts to decarbonisation and the digital economy. Galp’s refinery is preparing to start green hydrogen production on an industrial scale, through a 100-megawatt electrolysis unit, which will reduce emissions and position Sines at the forefront of the European energy transition. In parallel, advanced biofuels and sustainable aviation fuel projects are advancing, while other companies expand production capacity in polymers and new materials.

At the same time, the digital dimension gains unprecedented scale. The Sines Data Campus project expects to reach 1.2 gigawatts of capacity by 2031, in one of the largest data centre investments in Europe. This infrastructure will be powered by renewable energy and will benefit from the transatlantic connectivity ensured by submarine cables connecting Europe to the Americas. Sines is no longer just a physical port and has become a digital gateway to Atlantic Europe.

This convergence between green energy, decarbonised industry, and digital infrastructure creates a rare ecosystem effect. Energy-intensive companies find proximity to dedicated renewable production. Digital projects benefit from an electric scale and global connectivity. The concentration of these assets reinforces the international competitiveness of the territory and attracts new investment intentions, some still in the preliminary phase but all revealing unprecedented dynamism.

However, accelerated growth brings structural challenges. Sines has just over 13 thousand inhabitants and lives practically at full employment. The housing shortage has become critical, with high rents and limited supply. Road and rail infrastructure need reinforcement, as well as essential public services. The economic dimension is growing faster than the urban capacity to respond.

The real test for Sines will not only be to attract investment, but to be able to integrate this expansion with balanced territorial planning. If the country knows how to align industrial investment with housing, mobility and services, Sines can assert itself as one of the most relevant examples of economic transformation in Europe. What started as an energy port can become one of the most strategic industrial and digital platforms in the Atlantic.
