  • Immigrants Contribute 14% to Portugal’s Social Security, Up 763% in a Decade

According to a recent report released by the Observatory of Migration (Observatório das Migrações, OM), foreign immigrants contributed more than €4.15 billion to Portugal’s social security system by 2025, accounting for 14% of total contributions.

The report shows that immigrants’ contributions to the social security system have grown significantly over the past decade. In 2015, immigrants contributed approximately €481 million. By 2025, this figure had risen to €4.15 billion, representing a 763% increase. Over the same period, the number of foreign contributors increased from 204,150 to 1,115,541.

Data also indicates that in 2025, social security benefits paid to foreign citizens totaled around €822 million. Overall, immigrants generated a net positive contribution of approximately €3.3 billion to the system.

Pedro Góis, Scientific Director of the Observatory of Migration, noted that most of this growth has occurred in recent years, driven by labor market demand and the strengthening of regulatory mechanisms tied to social security contributions. He emphasized that immigrants have become an important part of Portugal’s workforce.

The report also highlights that most immigrant contributors are young workers between the ages of 20 and 39, suggesting they are likely to continue supporting the system for many years to come.

Experts believe that immigrant labor plays an important role in addressing Portugal’s demographic challenges, supporting economic activity, and strengthening the financial base of the social security system. At the same time, as these workers eventually reach retirement age in the future, the system will need to continue monitoring the long-term effects of demographic changes.
