Portugal Removes More Than 10,000 Short-Term Rental Registrations as the Market Undergoes a Reshuffle
Several Portuguese municipalities have recently launched a review of Local Accommodation (Alojamento Local, or AL) registrations, resulting in the cancellation of more than 10,000 registrations across the country.
The review primarily targets accommodation units that are no longer operating, have failed to submit mandatory liability insurance documentation, or no longer comply with regulatory requirements. Lisbon, the first city to carry out the verification process, revoked 6,765 registrations out of approximately 19,000 registered AL units, representing around 40% of the city’s total registrations.
Other municipalities, including Porto, Lagoa, and Lagos, have also completed similar reviews. In Porto, authorities cancelled 1,413 AL registrations, equivalent to roughly 12% of the city’s registered local accommodation units.
According to the latest figures from Portugal’s National Local Accommodation Registry (RNAL), there are currently 119,147 active AL registrations nationwide. However, the Portuguese Local Accommodation Association (ALEP) notes that more than 37,000 registered properties have yet to provide the mandatory insurance documentation required to maintain their licences, meaning the total number of registrations could be adjusted further in the future.
Industry representatives argue that the objective of this initiative is not to reduce the size of the short-term rental market, but rather to remove so-called “ghost registrations” linked to properties that are no longer operating, allowing official statistics to provide a more accurate picture of market activity.
In recent years, local accommodation has remained a central topic in Portugal’s debates on housing and tourism policy. As this review process continues, future discussions regarding the scale of the short-term rental sector, housing supply, and urban planning are likely to be based on more transparent and reliable data. With greater clarity in the market and ongoing adjustments to housing policies, Portugal’s residential sector may continue to evolve in an increasingly diversified manner.
